Dear St. Albans Town Parents,
As most parents are already aware, the SATEC school budget for FY17 did not pass on Town meeting day. I am writing to provide clarifying information regarding the proposed SATEC FY17 Budget.
Please note the date of the re-vote as it was incorrectly reported in the St. Albans Messenger. The re-vote is scheduled for Tuesday, April 12, 2016 at Collins Perley. The budget informational meeting is scheduled for Wednesday, April 6th at 6pm in the SATEC Library. We will present information explaining the SATEC proposed budget for FY17. We invite community members to attend.
I have been working with the school board and FCSU staff on the FY17 budget since October 2015 and we have spent many hours reviewing, revising, and adjusting the budget to ensure that it is fiscally responsible and meets the needs of the SATEC students.
Here are a few important facts to consider when looking at our FY17 budget:
1- The SATEC per pupil spending for FY17 is $13,237.30, which is $1,000.00 lower than the projected statewide average for FY17. This amount is lower than the statewide average for the 2013-2014 school year which was $13,524.
2- SATEC was below the cost containment CAPs set by the state and we were informed on February 26 that we were exempt from the cost containment CAPs due to our low per pupil spending.
3- SATEC enrollment remains stable and is not expected to decrease. To maintain a responsible anticipated tax rate (of less than a one penny increase) we will not be filling a full time teaching position left vacant through retirement (despite our stable enrollment).
I believe that the budget as presented on Town Meeting Day balances the school board’s vision of the need to provide a quality education and at the same time contain costs by limiting the tax increase to under one penny. The small reduction of $151 was made due to the fact that the new budget could not be the same dollar amount as the one presented on Town Meeting Day. The $2,531 cost for the re-vote (as estimated by the Town Clerk) will need to be paid from and managed within the current year budget.
I invite parents and community members to our budget informational meeting on Wednesday, April 6th so that they can ask questions and be fully informed about our proposed budget.
Sincerely,
Angela Stebbins
SATEC Principal
