A Message from the ACT 46 Study Committee

Will school choice change in a unified district?
The Articles of Agreement for forming the new unified district can “grandfather” Fairfield students, who have already begun high school, at a school other than BFA St. Albans, when the new school district would begin operation. This means that students who have chosen a different high school for their freshman year in the 2016-2017 school year, would be able to continue in that high school until they graduate in 2020. The new unified union district would pay tuition for these students as well as any others who were sophomores, juniors or seniors at other schools during the 2016-2017 school year. In the fall of 2017 all freshmen would attend BFA St. Albans unless they choose to access Vermont’s limited high school choice law, Act 129.

Under Act 129, Vermont’s limited high school choice law, students still might have an opportunity to attend a high school other than BFA St. Albans after a unified school district was formed. It is not, however, guaranteed. BFA St. Albans has to offer a certain number of slots per year, across all grades, to students who wish to attend a different public high school. At present, only a few of those slots are used. The other and perhaps harder piece is that the receiving schools, for example MMU and Fairfax, can decide how many incoming students they are willing to accept within some state guidelines. Students who wanted to attend a high school other than BFA St. Albans would have to apply for an opening at another school. If more students want to attend that school than there are openings, a lottery is conducted. No money changes hands between schools under Act 129.

       SATEC receives Exxon/Mobil Grant

SATEC is very thankful for receiving a $500.00 Exxon/Mobil Educational Alliance grant.  The funds will be used for math and science education in our school. We appreciate our local Maplefields store for thinking of SATEC.

A Message from the ACT 46 Study Committee:
So, FCSU is a Supervisory Union made up of four school districts, how would governance unification (also known as the accelerated merger) change that set-up?
Rather than five boards, the school system would have just one board and one budget for all of the operations. The four school districts (three towns and UHSD-48) would become one school district. This would allow for more efficient and effective processes leading to a stronger educational experience for all of our students.

Vermont Kids Against Tobacco (VKAT)
VKAT is a peer-led group that was started in 1995 to educate kids (5th to 8th grade) about the real dangers of tobacco use. Over the last ten years VKAT has grown from 10 groups to 51 and the content area has expanded to include alcohol and other drugs, fitness & nutrition, media literacy, life skills and decision making.
More than 750 middle school youth were VKAT members last year - they held 382 tobacco prevention related activities that reached over 24,000 community members.
The goals of VKAT
Reduce youth smoking rates.
  • Create and support youth leaders.
  • Increased self-concept and self-confidence that can lead to realization that youth's opinions and ideas count.
  • Learn how to present factual and current information about the harms of tobacco and other topics.

A Message from the ACT 46 Study Committee:
What is Franklin Central - a school district, union district, or supervisory union and what are the differences?
We are all three. Each town has an elementary school, and each of those is a "school district" with its own school board. St. Albans City and St. Albans Town are also members of Union District No. 48 (USHD-48) which consists of Bellows Free Academy/Northwest Technical Center, and also has its own school board with proportional representation from St. Albans City and St. Albans Town. The school districts and UHSD-48 make up Franklin Central Supervisory Union (FCSU), which also has its own board made up of three representatives from each school district and USHD-48 boards. It oversees the "central office" services for all districts, such as the superintendent, special education, K-12 curriculum development, and business services.

Operation Happiness! 
8th Graders Elayna Gagne, Alyana Chun, Julie Parent, Mikayla Lynch, Megan Connor and Aubrey Hayden help load the donations. 
Thank you all so much for your support of Operation Happiness! A special congratulations to Grade 5, who brought in 655 items! Our grand total was 1,365 items, and Mrs. Lanfear’s 8th grade enrichment group delivered them yesterday. Thank you to Mrs. Lanfear and her students for coordinating this great fundraiser for our community. The United Way was very appreciative, and our efforts will be featured in The Messenger soon.

SATEC Students Carly Charron, Will Dumont and Amanda Powers represented our Open Doors After School program on Thursday Morning. Open Doors was a recipient of Berlin City’s Drive for Education grant program.  $1,500 was awarded to our after school program to help provided scholarships and supplies. A big thank you to Cathy Stetz for her initiative to apply for additional funding.
